Engineering Manager
This position will report directly to the SENIOR ENGINEERING MANAGER.
The ENGINEERING MANAGER is charged with managing the delivery of the strategic direction of the engineering service delivery within the EMEA property portfolio. The effective supplier management of a number of outsourced engineering service providers with the prime objectives of ensuring that adequate management systems are in place to continually ensure a safe and robust environment for achieving superior performance in uptime throughout the account and to provide a responsive and professional service to the Clients requirements.
The ENGINEERING MANAGER is seen as the succession position for the SENIOR ENGINEERING MANAGER and will be expected to deputise during periods of absence
Key Responsibilities:
Develop engineering strategic framework (Percentage of time = 5%)
Participate as an active member of the clients account team representing engineering. Provide the Senior Engineering Manager with reports on developments in the engineering market (both for service delivery and on new products & services) and the positioning of the Client within the market. Support the development and implementation of the portfolio engineering strategic operations framework. Input into the development and implementation of the clients strategic framework and Best Practice in respect of engineering, working closely with other members of the clients account team. Maintain strong working relationships with Operations Team and each critical facility client with emphasis on frequent, thorough, and professional communication on engineering related matters.
Co-ordinate the development of clients engineering policies and standards (Percentage of time = 15%)
Produce engineering process, procedures & statements of requirements to underpin client engineering standards according to the approach agreed by the Senior Engineering Manager. Develop additional engineering statement of requirements specific to the needs of the client. Ensure strict adherence across the account to the Client`s Critical Awareness Process, Technical Bulletins, established engineering guidelines and process and procedures.
Provide operational engineering support to the client and Vender team (Percentage of time = 80%)
Provide technical advice, guidance and support to the clients account team on all engineering related matters Manage all upward reporting related to the engineering, such as financial and cost control, code and regulatory compliance, personnel management, staff training and development, team productivity and Health & Safety, environmental and energy management.
Communicate operating philosophies, technical information, objectives and expectations to the clients team and engineering service provider. Develop and maintain standard operating procedures, emergency response procedures, preventive maintenance programs and all technical documentation. Develop a complete personal knowledge of the design intent, operational alternatives and contingency plans related to all building systems. Development and delivery of the quarterly engineering reports for Tier 1 & 2 critical facilities, as applicable. Ensure the engineering services provider and systems are in compliance with H&S legislative and statutory requirements. Support the engineering service provider to deliver services that meets or exceeds Clients business changing expectations. Promote engineering best practice and act as a catalyst for engineering excellence, continuous improvement and valued engineering. Firmly establish and empower technical owners in each facility to ensure optimisation and productivity of service. Technical compliance auditing and oversee the effective and timely close out of corrective action plans. Perform annual operational reviews with a focus on compliance with the Management Agreement and all applicable regulatory requirements. Oversee the development and effective implementation and monitoring of Engineering Development and Training Plan (EDTP). Review all High Risk Critical Environment Work (CEM) documents. Provide input to capital and expense plan development in order to strive towards critical services guideline and address equipment life expiry. Ensure standardization and consistency with best in class operating practices at each facility in the region. Manage the development and delivery of the portfolio Energy Management Program across the account. Development and delivery of the operational engineering and health & safety audits for the campus, as applicable. Manage the Incident and Root Cause investigations for West Campus First Management Call responsibilities for West Campus, response dependant upon severity
Skills Required: Degree level or HNC in relevant Engineering related subjects Experienced with managing Critical Facilities*Environments Dynamic and highly motivated and a strong team player Customer focussed, sound commercial and financial awareness Committed to staff and personal training and development Ability to research and interpret industry best practice to suit business requirements Able to translate client requirements into technical specification Good communication skills - able to produce written guidelines and standards Able to establish relationship with clients, suppliers and across the FM business
Working Practice : Due to the nature of this role and the client`s business needs, some weekend works will be required during the course of the year. An appraisal has been made of this requirement within then numeration package offered for all works that may reasonably be expected for ensuring that Planned Maintenance works efforts are completed at windows driven by the client. From time to time some project driven works will require management attendance and these will be subject to other mutually agreeable arrangements.
